As Professor Channon is not likely to be back in the Office until towards the middle of next week, I have, after speaking to you, written to him as in the copy attached, sending the draft for his comments. I will let you have his reply as soon as it is received.

I see no reason to delay the appointment of your ad hoc Committee once the formal letter to the Asquith Commission has gone off, and unless Professor Channon in his reply makes a contrary suggestion, I think that you might regard yourself as free to get ahead without waiting for a response from the Asquith Commission, which is not to meet again until about the 4th of November.

I annex a letter received this morning from Professor Channon. You will see that he is critical of the draft sent to him for concurrence and has prepared an alternative. Several of his criticisms seem to me to be sound particularly the one based on the feeling (of which I did not know) that some members of the Asquith Commission have that their allotted task has already been hampered by the appointment of the Elliot Commission.
